POSITION PURPOSE:

Under direct supervision of a more senior manager, executive, or Vice President, this position oversees a small project or phase(s) of a larger project and has responsibility for all aspects of the project over the entire project life (initiate, plan, execute, control, close). The Regional Deputy Program Manager-CDC must be familiar with system scope and project objectives of the Division of Global Migration and Quarantine (DGMQ) Entry Screening Operations Support contract, as well as the role and function of each Site Lead under their control, to effectively coordinate the activities of the team. 

The Regional Deputy Program Manager-CDC, on Government/DoD contracts, is responsible for the smooth operation of all activities required per specific contract. Activities related to Entry Screening Operations in support of DoD/Government customers will be standardized as much as possible across all task order locations. DoD/Government customers are located throughout multiple U.S. states and their territories to include Puerto Rico. Activities in the provision of employees are tracked using database technology which requires the Regional Deputy Program Manager-CDC to have a high level of experience with data manipulation and the ability to quickly perform data analytics daily.  The Regional Deputy Program Manager-CDC may directly supervise one or more airport location-specific Site Leads in the delivery of contract requirements. This position requires direct management of workers to include hiring, counseling, and as applicable, termination.  Day to day operations require the Regional Deputy Program Manager-CDC to effectively and appropriately communicate with other contract Regional Deputy Program Managers, the Director-CDC Program Management, business partners, and others involved in the contract.



ESSENTIAL FUNCTIONS AND BASIC DUTIES:



Job Responsibilities:

A.    Contract Administration

a.    Maintains contact and relationships with Business Partners, security officers, credential managers at DoD/Government sites, and required airport personnel

i.    Coordinates daily activities of Loyal Source Government Services (LSGS) team – prioritizing tasks – problem-solving

ii.    Maintains multiple databases used to collect quality control data to ensure all new and completed task orders are recorded to include a master listing of contract personnel based on the contract period of performance, location, job position

iii.    Participates in communications sessions, to include virtual or in-person as required, to create/modify processes and policies

iv.    Maintains quality control plan based on contract requirements – to include close tracking of all licensure and certifications

v.    Monitors quality performance daily and through monthly metric analysis

vi.    Collates data for monthly contract deliverables

vii.    Provides expert opinion on matters affecting the overall performance of employees

viii.    Ensures adequate Entry Screening Operations personnel are available at each airport location during regularly scheduled events as well as maintain adequate on-call personnel capabilities to serve each location within the time constraints outlined in the contract and/or each task order. 

ix.    Works with the Director-CDC Program Management and LSGS recruiting staff to quickly fill vacancies in operations personnel

x.    Ensures adequate supplies (masks, gloves, sanitizers, etc.) for contract fulfillment are on hand at each location and that an appropriate stockpile is stored for any surge operations or disruptions of the supply chain. 

b.     Maintains contact and relationships with LSGS Contracting Office and Business Partners

i.    Ensures queries from the LSGS Executive team, the Director-CDC Program Management, airport authorities, and subordinate Entry Screening personnel are answered on time

ii.    Aids in communication with appropriate CDC, Customs and Border Protection (CBP), and airport personnel counterparts

c.    Must be able to travel multiple time per month as well as the ability to travel on weekends



B.    Contract Personnel

a.    Confers with Human Resources personnel regarding job postings, applicants, new hires, discipline, Worker’s Comp. Incidents, and ongoing personnel matters, and questions

b.    Conducts interviews of applicants to determine qualifications and right fit

c.    Hires individuals qualified to fill open positions, assuring timely, thorough completion and submission of all required hiring forms

d.    Tracks and facilitates the completion and renewal of airport security and CDC access badging, as required, to meet contract requirements

e.    Oversees, coaches, recognizes, evaluates, disciplines, and terminates all employees that he/she is assigned to as applicable

f.    Maintains a system to track each employed associate updating Payroll Status as changes occur

g.    Follows up on any expiring certifications and licensure relevant to performing job duties, and as mandated by applicable regulations and contract requirements including any government required Computer Based Training (CBT) required to fulfill contract duties

h.    Notifies Executive Vice President, Government Healthcare of situations with personnel that may, or have, led to disciplinary action

i.    Conducts wage increase reviews and provides information to Executive Vice President, Government Healthcare on recommendations



C.    Onboarding of Contract Employees:

a.    Alerts HR and copies Director-CDC Program Management of start date to ensure that payroll information is completed

b.    Coordinates security process – and onboarding/badging requirements specific to the airport location

c.    Notify employees of timelines and keeps track of requirements

d.    Answers questions of employees when required – e.g. dress code, orientation, etc.

e.    Obtains start date/time and when/where to have employee report from Director-CDC Program Management

f.    Follow up with new hires about the onboarding process, meeting security and badging requirements, and ensuring access to required databases/systems – be available for questions



 



Skills, Knowledge, and Abilities:

a.    Must have good management skills.

b.    Ability to relate positively, effectively, and appropriately with government contacts, leaders/supervisors, and contract employees

c.    Highly proficient in computer operations to include Outlook, Word, and Excel. 

d.    Must be able to type quickly and efficiently and communicate information in a clear and concise fashion

e.    High level of experience with data manipulation and perform data analytics daily

f.    Must possess a wide knowledge of CDC Enhanced Entry Screening operations

g.    Firsthand knowledge of the CDC command structure and environment is preferred





REQUIRED KNOWLEDGE: Great understanding of CDC terminology processes and strategies.

 



PREFERRED EXPERIENCE:    

a.    Bachelors or higher degree

b.    Management based degrees preferred

c.    Experience briefing to executive-level team members

d.    Familiar with the government and corporate chain-of-command

e.    Military, Federal Civil Service, or Government Background preferred





SKILLS/ABILITIES: 

Communicates and works well with others in a team environment.

Good customer service and public relations.

Knowledge of related computer applications including database entry.

Excellent phone skills.

Able to work well independently and utilize time management skills.

Attention to detail and solid organizational skills.

REASONING ABILITY:  
 Ability to apply common sense understanding to carry out detailed but uninvolved instructions and to deal with problems involving a few variables.


 



TECHNOLOGICAL ABILITY:    Competent in the use of MS Word and Excel.
